District Administrators may call the AAA North Penn toll-free number, 1-800-377-4222, or 570-323-8431 to make flight reservations. District Administrator plane tickets will be issued by AAA with the ticket cost direct billed to Little League International. District Administrators may purchase additional plane tickets for guests through AAA, but will need to provide AAA a credit card for the cost of the additional tickets. Little League will not reimburse baggage fees assessed by the airlines.

Delegates flying to the Congress, but not booking through AAA of North Penn will be reimbursed an amount not to exceed the equivalent of the most economical airfare, from the closest major airport, available as of April1, 2022. Delegates will need to submit an airfare receipt to Pam Wright for their airline expense to receive the reimbursement.

For those of you who are flying to Pennsylvania for the Congress, we know that air transportation into Williamsport is difficult, and that rental cars are increasingly difficult to find. Little League International is organizing shuttles to Williamsport from three nearby airports for attendees registered through the Data Center and their guests:

• Harrisburg International Airport (FAA Code: MDT)
• University Park Airport – State College (FAA Code: SCE)
• Wilkes Barre-Scranton International Airport (FAA Code: AVP)

More detailed information on the shuttle service for attendees registered through the Data Center and their guests will be shared in the near future. Additional shuttle services will be available in Williamsport to transport attendees from hotels to Congress events.

Delegates driving to the Congress will be reimbursed an amount not to exceed the equivalent of the most economical airfare, from the closest major airport, available as of April 1, 2022. District Administrators driving to the Congress will not need to submit a mileage expense request to receive reimbursement.

Congress registration is now open and can be accessed through the Little League Data Center. All registrations, including those for approved alternates and/or other guests, must be completed by the District Administrators. The deadline for registering is at 11:59 p.m. PT on May 1, 2022.

Yes, there will be a required event registration fee of $50 for the District Administrator, or his/her AUTHORIZED alternate. The deadline to register for the Congress will be May 1, 2022. District Administrators, or the authorized alternate, registered for the Congress receive registration materials, one complimentary ticket to the Chairman’s Celebration Closing Event, and a ticket to the Welcome Reception, scheduled to be held at the Pennsylvania College of Technology with a special exhibition celebrating the 75^th Little League Baseball® World Series.

All other individuals registered for the Congress will receive the registration materials and a ticket to the Welcome Reception.

Please note there will be a 2.6% convenience charge added to your total Congress registration fees when submitting your Congress Registration via a valid VISA or MASTERCARD credit card. If paying by electronic check, a 1% convenience charge will be added to your total.

Not necessarily. However, while all guests may attend the exhibit area, the only way to access any of the educational sessions is by registering for Congress through your District Administrator. If a non-registered guest wants to attend the Chairman’s Closing Event then a ticket for that specific event must be purchased for the guest by the District Administrator. Similarly, if a non-registered guest wants to attend the Welcome Reception, a ticket must be purchased for the guest. Additional Welcome Receptions tickets are $25 each; and Additional Chairman’s Celebration tickets are $30 each.

If you have not yet created your individual Little League Data Center account, you may do so by visiting LittleLeague.org/DataCenter and entering your email address on record in the Data Center and requesting to reset your password here. All current League and District Officers must be on file within the Data Center and will need to follow this process to set up their individual accounts.

Once your account is created, enter the email address on record in the Data Center and the password associated with your account. If you are not on file with a valid email address within the Data Center as a League or District Official, your District Administrator or League President must update their league officers with your updated information before you can create an account.

Yes. However, District Administrators who have an outstanding balance greater than $300 and 90 days past due may not register for the Congress until the balance is paid in full. D.A.s who find themselves in this situation will have the option to pay any outstanding balance as part of their Congress registration or may contact Melissa Singer, Little League Vice President of Finance/Treasurer, (570-326-1921, ext. 2236; [email protected]) to pay off any outstanding balance.

Yes. While each D.A., or approved alternate, will be provided with one complimentary ticket to each event, additional tickets may be purchased for additional guests within the Data Center. Additional Welcome Receptions tickets are $25 each; and Additional Chairman’s Celebration tickets are $30 each.

Any changes (additions and/or reductions) to your registration may be made directly in the Data Center. Any reduction in attendees or tickets that are not offset by additional purchases will be reimbursed as part of your Congress reimbursement payment.

Any refunds and/or cancellations may be made directly in the Data Center by Friday, May 13, 2022. Any reduction in attendees or tickets that are not offset by additional purchases will be reimbursed as part of your Congress reimbursement payment.

Cancellation and refund requests will not be accepted after Friday May 13, 2022, and the 2.6% credit card processing fee is non-refundable. 2. Refunds for U.S. registrants unable to attend Congress will be applied as a credit to your District’s account balance with Little League International. Please allow 6 to 8 weeks for the reimbursement to be processed.
3. Refunds for International registrants attending Congress will be added to the amount of the reimbursement you will receive in the form of a prepaid Visa or MasterCard at Congress.
4. Refunds for International registrants unable to attend Congress will be put back onto the credit card you used to register for Congress. Please allow 6 to 8 weeks for the reimbursement to be processed.

At this time, there are no vaccination requirements to attend Congress, however, in an effort to prepare for any local and/or state requirements associated with the coronavirus pandemic that may be in place at the time of Congress, registrants will be asked to provide information regarding their vaccination status during their registration.

The FEDERAL REAL ID LAW for air travel will be enforced for all passengers traveling on or after January 22, 2018. As of this date, various state issued driver’s licenses will not be considered an acceptable form of ID to board a plane in the United States. Please visit www.TSA.gov for the most up-to-date details of this law, a listing of states affected by this law and for the acceptable forms of ID.

The deadline to reserve a room in the Little League room blocks is May 1, 2022. After this date, any rooms remaining in the Little League room blocks will be released by the hotels. You may still make a reservation at any of the participating hotels after the release date if the hotel has availability. However, the Little League room rate is only guaranteed through May 1, 2022.

Little League® has pioneered a unique forum for volunteer field leaders to lend their voices and represent their local communities in guiding the future of Little League Baseball and Softball. This forum is the Little League International Congress, first established in 1956. The purpose of the International Congress is to chart the course of the world’s largest organized youth baseball and softball program. More than a thousand Little League volunteers from around the globe attend the Little League International Congress, held once every four years.

Nearly 500 of those attending are volunteer District Administrators, or delegates, who serve as liaisons between the local leagues and Little League International. District Administrators are elected by their constituent leagues to provide support, and to represent their interests as delegates to the International Congress. The primary purpose of the Congress is to amend rules and regulations.

The delegates, and their Assistant District Administrators, meet in roundtable discussions, making any necessary changes in the proposed amendments. They then vote on the changes on the final day of the Congress. A two-thirds vote is required for passage of an amendment to a rule or regulation. Those amendments receiving the necessary vote are then presented to the International Board of Directors for final approval.

The Little League International Congress is funded through the District Administrator Escrow fund. Three dollars from each Little League charter fee is deposited into this fund. The fund accumulates over the four-year period between Congresses and then the money in the fund is distributed to delegates to offset costs associated with attending the Congress including travel, hotel, and food expenses.

As the District Administrator Escrow Fund does not cover all delegates expenses related to the delegates attending the Congress, Little League International uses general operating revenues in a Congress year to fund these expenses. Little League subsidizes transportation costs and provides a stipend to offset hotel accommodations and other out-of-pocket costs including, but not limited to, meals, parking fees, baggage fees, etc. Little League is able to provide this enhanced financial assistance for volunteers thanks to the support of its national sponsors and ESPN multimedia rights.

The 27th Little League International Congress will begin on Friday, June 10, 2022 and conclude the evening of Monday, June 13, 2022. The first official Congress event will be the Opening Ceremonies scheduled for the evening of Friday, June 10. The Congress is set to conclude with the Chairman’s Closing Event the evening of Monday, June 13.

Convening the Congress in June allows Little League International to kickoff National Little League Week (celebrated the second full week of June) and the celebration of the 75th Anniversary of the Little League Baseball World Series with our Chairman’s Closing Event. District staffs looking forward to attending Congress should encourage their leagues to take advantage of the May 15 date to announce tournament teams, which will provide D.A.s and A.D.A.s more time to complete the tournament verification process prior to attending the 4-day event.

The District Administrator, or his/her AUTHORIZED alternate if the District Administrator cannot attend, is recognized as the delegate for his/her respective district. Only one individual is recognized as the delegate from each district.

If a District Administrator is unable to attend the Congress the District Administrator may designate an alternate, from the respective District Staff, as the District’s representative, upon approval by Little League International. The District Administrator must forward a request to Dan Velte, Senior Operations Executive, ([email protected]), requesting the respective individual be recognized as the designated alternate.

Once approved as an alternate, the individual will receive the same benefits to attend the Congress, as the District Administrator would have received. However, the alternate delegate is not authorized to vote with regards to election of the Field Director to the International Board of Directors.

Yes. However, no financial assistance is provided to guests or District Staff members attending the Congress. All guests are permitted to attend the various activities and educational sessions. Guests may attend the meal functions provided the respective tickets have been purchased. Similarly, guests not registered for the Congress may purchase tickets to the opening evening hospitality event. Members of a District Administrator’s staff, who are listed in the district’s Data Center profile, and who have registered for the Congress, may be assigned to, and participate in, roundtable discussions.

The Opening Ceremonies of the International Congress will be held at the Community Arts Center, which is located on 4th Street in Downtown Williamsport. Opening Ceremonies will be followed by a Hospitality Reception, which will be at Pennsylvania College of Technology’s Madigan Library. All other meetings, sessions and functions of the International Congress will be held at various locations in and around downtown Williamsport, with the Chairman’s Closing Event to conclude the event taking place at the Little League International Complex. Local ground transportation will be available to and from participating hotels and event venues.

Yes. Each District Administrator, or approved delegate, registered for the Congress, will receive a per diem of $125 per day to help offset out-of-pocket expenses, including, but not limited to, meals, airport parking, hotel parking, baggage fees, etc. D.A.s/delegates who book their room at one of the eight official hotels for Congress will receive also receive a $115/night room reimbursement. The total Congress stipend including both the per diem and hotel reimbursement is a maximum of $240 per day (up to a maximum of $960 for the entire Congress) for the dates of June 10, 11, 12, and 13. International D.A.s or delegates will receive additional information about their reimbursement.

Little League International will not provide a Congress Stipend for any dates prior to June 10 or after June 13. District Administrators will receive the Congress Stipend based on the actual nights registered at one of the participating hotels.

This Congress Stipend is in addition to travel costs is also covered by Little League International.

Delegates from the United States must submit the Congress registration form and book their hotel accommodations at one of the participating Williamsport hotels by May 1, 2022 to have their reimbursement check mailed prior to the Congress. Delegates from the United States will receive their expense reimbursement check from Little League International in June 2022.

International Delegates registered for the Congress by the deadline will receive their Congress reimbursement in Williamsport.

Educational opportunities are available for attendees, and there are exhibits of sponsor-related materials, of licensed equipment, and of official Little League merchandise. There will be an event to recognize District volunteers and the Chairman’s Closing Event is always a highlight. This year, Congress will convene during National Little League Week, as we countdown to the 75th Anniversary of the Little League Baseball World Series. We look forward to celebrating this milestone at Congress, and we are working with the Williamsport/Lycoming County Chamber of Commerce unofficial activities that attendees can take advantage of in the Birthplace of Little League.

Delegates to the Congress are automatically assigned to a roundtable. Members of a District Administrator’s staff, who are listed in the district’s Data Center profile, and who have registered for the Congress, may be assigned to, and participate in, roundtable discussions. However, only delegates are eligible to vote on agenda items at the Congress.

A questionnaire will be sent to all District Administrators with potential roundtable agenda topics. Each District Administrator will consult with his/her leagues and determine items they would like to be considered. District Administrators may submit additional items to be considered for the agenda.

The Little League Rules Committee and the Operations Staff review the input and then prepare the agenda. The final agenda is forwarded to the District Administrators, prior to the Congress, which allows each District Administrator the opportunity to present the agenda to the Little Leagues in their district, giving every league a democratic voice in the Little League program.

The Congress Delegates vote on the various agenda topics after roundtable deliberations. The delegates are only permitted to vote on topics involving their District. For example, if a specific agenda topic pertains to Senior League Softball, then only those delegates that have Senior League Softball in their district can vote on the respective topic. The final voting results are referred to the Little League International Board of Directors for approval and date of implementation.
